Good cop gone bad? It's not always easy to make the right call- especially when there's more at stake than just yourself - but how far should "just following orders" go?

To be fair, she can likely fire or kill them without pause. If you're running a martial justice type system - the penalty for not obeying an order tends to be death.
Given that people are shown to not need overt threat, merely implied authority, to mostly kill other people - even innocent ones - it's not hard to see the police following their orders without much extra control.

Yup, that's pretty much it. Not mind control, but more pressure from various sources that creates a sort of mob mentality where everyone is acting in a way that no one would individually.

That's part of what this section is exploring (with the cops at least). The cop with the electro baton (Who is actually the same officer that saved Alice back in the first chapter), we know he doesn't really want to hurt anyone. But like he says, he has a family to feed, he's got his orders, so like he says, he doesn't have the luxury of trying to change the world around him or making some suicidal stand like Alice or Jay.
Kate is getting caught up in a cycle of escalation. She doesn't have the tempered-through-time emotional state that Jay can bring. But she's not simply out to be evil, and her intention is certainly 'peace' even if it is through un-peaceful means..
Maybe not but then I don't think she's stood where Alice has either.
Making a point and standing up for your ideals isn't a light task. It often comes with very dire consequences, and honestly is why lots of people *don't* speak up even when they want to (ie. it's hard to stand up to a kid getting bullied when it could mean your immediate pummeling... so many turn a blind eye even though they don't want to)
In other words, it's not always the badass experience Tara was presumably expecting, haha.
